Age and ethanol. The filler hose is a large-bore rubber part that sits in a wheel arch collecting road spray, and on vehicles of this age it will have been perishing for years. Ethanol in modern pump fuel attacks it from the inside, so it degrades internally while looking passable outside.

A fuel smell around the rear of the vehicle, fuel staining or damp on the underside near the tank, and difficulty filling without the pump cutting out. On a P38 or Classic, if you can smell fuel after filling up, the filler hose is the first thing to check.

Silicone will not perish or harden with age and copes with ethanol indefinitely, which matters on a vehicle that may stand for periods and is awkward to work on. Rubber is the cheaper like-for-like option. Given the access involved in this job, most people find the silicone worth the extra.

Use the OE part number - ESR2834 for the Classic and Discovery 300tdi, ESR3219 for the P38. Land Rover ran overlapping specifications, so the number is far more reliable than the model name and year. If you cannot find one on the old part, send photos with a tape measure alongside.
